root's (local) email keeps getting relayed externally

We're using Sendmail 11.9. Local email to root, sent from cron or me, is
getting relayed externally. There's no /.forward. Anybody know what's
misconfigured?

echo "foo" |mailx -s "testing" root

syslog looks like this. it appears the first line says the relay is
root@localhost, but then i get the second line that shows the relay as our
actual relay (it should not leave this host):
