Restricted shell access?

Hey everyone:

Another newbed question, but here it goes. We're running a webserver that
we want to offer some sort of SSH access to for a customer. However, I
wanna keep them restricted to only running the commands that they need,
(things liks ls, cd, pico, perl, mkdir, etc...). Is there any way I can do
that? Perhaps a custom group with sudo? What about shell variables and
built-in commands? What would be a good shell to use for that?
