sendmail configuration on Solaris 9

I have a SUN server running Solaris 9. I am trying to configure sendmail to
work mailing both to external, xxx@yyy.com, and internal, userid, accounts.
I have searched though a ton of documentation, but have not been able to get
it to work. I can get both root and regular users to mail to external user.
The main issue is trying to send mail to local users. All of the mail seems
to go to the mailhost, regardless of the recipient. I should mention, I am
not running the sendmail daemon, so I am working with submit.cf, which I think
is correct.

I did get the local and external users working, by modifing the main.cf and
using is as the submit.cf. I then ran into an issue when mailing from a
regular user, I got the following error - can not chdir(/var/spool/mqueue/):
Permission denied

I'm at the end of my rope right now. Any help would be appriciated!
