Cannot find /usr/sbin/fsck at boot time

Hello Admins,
 
I have a Solaris 7 server.
The /usr is under c0t0d0s1 and it went 100% full.
I've mounted another disk c0d1d0s0 as /new_usr and
I've copied /usr into the new file system /new_usr.
 
Then I've edited /etc/vfstab
commented out the old /usr line
#/dev/dsk/c0t0d0s1 /dev/rdsk/c0t0d0s1 /usr ufs 1 no -
and added a new line for /usr pointing to the new device
/dev/dsk/c0t1d0s0 /dev/rdsk/c0t1d0s0 /usr ufs 1 no -
 
% cat /etc/vfstab
#device device mount FS fsck mount mount
#to mount to fsck point type pass at boot options
#
#/dev/dsk/c1d0s2 /dev/rdsk/c1d0s2 /usr ufs 1 yes -
fd - /dev/fd fd - no -
#/dev/dsk/c0t1d0s0 /dev/rdsk/c0t1d0s0 /usr ufs 1 no -

/dev/dsk/c0t0d0s4 - - swap - no -
/dev/dsk/c0t0d0s0 /dev/rdsk/c0t0d0s0 / ufs 1 no -
#/dev/dsk/c0t0d0s1 /dev/rdsk/c0t0d0s1 /usr ufs 1 no -
/dev/dsk/c0t1d0s0 /dev/rdsk/c0t1d0s0 /usr ufs 1 no -

After reboot the system stops with the message
"could not find /usr/sbin/fsck or /usr could not be mounted or
is badly damaged"
and goes to ok prompt.
 
Any help will be appreciated.
