strange telnet and ftp problem

Hi all

I have been experiencing a stange telnet and ftp problem lately with a
sparc-solaris 9 system.
10 % of the time I can do telnet and ftp to the system; other times I can not.
I checked the config files, permissions, etc. and everything seems fine.
Is there anyone who knows what is happening ?
