problem with IP Filter v. 4.1.3 on Solaris 9--ipf: Cannot findELF

Hello Gurus:

I recently downloaded the pfil 2.1.4 and ipf 4.1.3 tar balls, compiled
and pkgadd'ed then on to a Sun Ultra 10 box running Solaris 9. I used
gcc 3.3.2 as my compiler. I also exported both *.pkg files to my mail
server (SunFire V210, also running Solaris 9). Both seemed to install
without any problems on both systems (at least it appeared so).

I noticed however, in both cases, there seems to be something wrong with
the execution of S65ipfboot startup script. As I watched either system
boot, I get this particular error message:

/etc/rc2.d/S65ipfboot: load of /etc/opt/ipf/ipf.conf into alternate set
failed
Not switching config due to load error

When I attempt to manually start the script I get this displayed on
screen:

# ./S65ipfboot start
ipf: Cannot findELF
ipf: Cannot findELF
Killed
constructing minimal name resolution rules...
ipf: Cannot findELF
Killed
ipf: Cannot findELF

ipf: Cannot findELF
Killed
./S65ipfboot: load of /etc/opt/ipf/ipf.conf into alternate set failed
Not switching config due to load error.
ipmon: Cannot findELF
Killed

I checked pfil to see that it is properly installed or configured.
I ran this command as root (as described in the pfil readme file):

strconf < /dev/bge

I got to response:
pfil
bge
(which according to the readme is what I should see)

Out of curiosity, I also tried to manually run the ipf binary itself and
also got a similar error:
# /usr/sbin/ifp
ipf: Cannot findELF
Killed

Is there a link to a library somewhere that needs to be created? Or is
this a compiler issue, perhaps looking like it created a 64-bit
executable, when in fact in did not?

I'd greatly appreciate any help anyone could give me.
