Automating ftp/sftp (script) with out using .netrc

Managers,

        I currently have an abundance of .netrc files running around all
over most of my Unix servers. we are currently planning on discontinuing
the use of ftp and forcing the use of sftp for all of our users. during
this transition I would like to eliminate the use of .netrc files. Can any
one please offer suggestion/alternatives to the use of .netrc files with
sftp.
