internet access

hi gurus...
   
 i' ve solaris 9 server. how can i put any jpg image in my desktop background?
and my second problem is that i 've a network of 20 sunray machines which are assigned their IP's through DHCP.now the customer (i'm the site engineer)wants that that out of the 40 sunray only 20 machines should have internet access.this pool of 20 IP's havebeen defined at proxy server which is at remote location. Plus customer wants that there should be a priority in user access to internet means some user whenever they login must get internet access..ans other who have less priority should wait if they are using internet and user with high priority logs in.
 
 any suggestion will be of grt help
