System load 100% user processes eating cpu

Have an E5500 with 10cpu's and 10gb of memory being completely used up.
Memory is ok but CPU is 100% all across the board. I can see users running
reports but is there any way to throttle them so they don't use up all the
system?
 
Solaris 2.6 btw.
