vsftpd upload but not delete

Hello managers.

I need your invaluable assistance once more.
I have in a V250 Solaris 9 and latest patch cluster with

vsftpd-1.2 which is configured as a NOT anonymous ftp server.

A new requirement says that indivudual users that can access the ftp
server through the web browser ( Internet explorer mostly )
can upload their files, but once the files are uploaded , these files
canot be deleted nor overwritten.

any help is welcome.
