[Q] Wield problem on system shutdown (NOT read /etc/rc0.d/KXXX)?

We have several SUN E480 and 240 servers with Solaris 9 installed on it. I
found one server when I issue shutdown command (shutdown -y -g0 -i6 or
shutdown -y -g0 -i0). It did not execute files under /etc/rc0.d/Kxxxx.
There has message on scrren show "kill all processes". Look like "shutdown"
command doing same thing like "reboot".

Does anyone know how to fix this problem?
