hosts.allow/deny

The /etc/hosts.allow and /etc/hosts.deny used to work...but now it isn't,
where do I need to look to troubleshoot? Solaris 2.5.1 w/tcp_wrappers
installed, that's all I know about this machine --didn't install it, just
taking over administration for it.

I tested /etc/hosts.allow by just having one IP only:
sshd: x.x.x.x
in.wuftpd: x.x.x.x

/etc/hosts.deny:
ALL:ALL@ALL,PARANOID

But it seems any machine can ssh or ftp to the host.
