Restricted user ftp problem

Hi all,

I created a resticted user using /usr/bin/rksh. He can do everything he
wants just in his home directory.

However, he is unable to open an ftp session to the server. what could be
the problem? He can login and goes straight to his home directory and also
other users are still able to ftp to the server.

what am I missing here?
