TCP/IP settings

I am looking for some advice on TCP/IP tunning my webservers. I am running
Solaris 8 on an E3000 with 1GB memory and 2 167Mhz processors. We are using
IBM HTTPD (modified apache) as the webserver.

I am getting the below error in my error logs

try ws_open_inet_client_socket - connect: Connection timed out

I have done:
ndd -set /dev/tcp tcp_conn_req_max_q 1024 that I found in Sun Managers
archive but it has not resolved that.

Here are some of the other settings that I have looked at:
# ndd -get /dev/hme adv_autoneg_cap
1
# ndd -get /dev/hme link_status
1
# ndd -get /dev/hme link_speed
1
# ndd -get /dev/hme link_mode
0

Does anyone know what I could do to fix this and also maybe give me some
insight on tunning parameters that will help the server to better suit it's
webserver functionality. It is a small sight that basically serves static
HTML data and pulls our Java apps from a backend WebSphere Application Server
via IBM's OSE link. We get about a million hits per month, so you can figure
maybe 30-40k hits per day. Any links are tunning parameters that you could
provide would be greatly aprreciated.

Will summarize and provide more info if needed.
