WU-ftpd 2.6.2 upload clause in the ftpaccess file

Hopefully someone can help me. I have WU-FTPD2.6.2 on a SUN Blade 150
using Solaris8 and I noticed that the upload clause in the ftpaccess file
is not being used. I know it is using the ftpaccess file by virtue of the
banner page. I have looked at all the WU-FTPD HOWTO pages and FAQ for an
answer. Can anyone help
