ssh question

We are in the planning phase of replacing telnet, rsh etc with ssh, scp throughout our environment.
The initial set of requirements are :
1. Replace telnet with ssh
2. Replace rsh/rcp etc with scp
3. Replace ftp with sftp.
4. The configuration should allow for unattended programs like cron jobs to transfer data
    through passwordless logins.
 
Currently we are not using any passphrases to encrypt our private keys and basically use our normal UNIX logins(LDAP) to login into a remote box via ssh (Openssh 3.7.1p2)
I am not sure how to distribute the hostkeys to satisfy requirement #4.
Can anybody suggest a comprehensive mechanism we could adopt to roll SSH out into our environment so as to satisfy all the abovementioned requirements?
