NIS force passwd change not working..

Tying to force a user to change their passwd at next login but I am getting
the following...
 
 
Testserv01:/#passwd -f user01
Permission denied
 
But I can run a standard passwd command and a passwd -r nis command and I
can change the passwd to whatever I want but the -f isn't working.
