blocked processes

I have a Sun box on which vmstat reports many, many blocked processes.

which a high CPU wait time also

What i don't get is that the User CPU space and System CPU space are
negligable.

The box is one of two E280R 2 CPU/2gig ram in a VCS Cluster

Is there a way to "force" these processes to get executed?
How can I reduce the CPU wait and the number of blocked processes on this
machine with minimul down time, ideally none.
