How to set appropriate memory allocation limits

Hi,

I need to limit the resources that any user can access on public access
workstations. The limits I want to set are virtual memory allocation and
cpu time.

I see that I can set soft limits in /etc/profile or /etc/.login, however
these can be overidden by the user.

I haven't been able to find where to set hard limits. Additionally, is
it possible to separate limits for user processes and system processes.
