Root Password Rejection -- Question

I found the following FAQ on sunsolve.sun.com because we are experiencing this
problem on Solaris 9, which I cannot believe !! My question is to you fellow
Sunmanagers is this still an issue? If so, why hasn't this been fixed? If not,
what work around have you used or possible patch been used? Or am I just plain
silly?

My Solaris version is: 9 12/02 Release,
Patch version: Current

FAQ ID Synopsis Date
1530 init 1 (system maintenance) prompt rejects root password 26 Mar 1998
On 'init 1', Interactive prompts to enter the root password for system
maintenance, or control-d for normal startup. The user enters the root
password, but it is rejected.
Solution Summary Use a root password that is less than eight characters in
length.
