Please excuse my follow-up to my own post:
See:

http://monitor.dslreports.com/tweak/block:5747422?service=dsl&speed=1500&os=Sola
ris&via=routerpppoe

I set the RWIN to 1048576 and got these much more encouraging results:

Your Tweakable Settings:
Receive Window (RWIN): 1050272
Window Scaling: 5
Path MTU Discovery: ON
RFC1323 Window Scaling: ON
RFC1323 Time Stamping: ON
Selective Acks: ON
MSS requested: 1418
TTL:
(less any hops behind firewall) 67
TTL remaining: 52

Notes and recommendations:

        Example 146000 byte download
        Actual data bytes sent: 146000
Actual data packets: 104
Max packet sent (MTU): 1446
Max packet recd (MTU): 1446
Retransmitted data packets: 0
sacks you sent: 0
pushed data pkts: 1
data transmit time: 0.811 secs
our max idletime: 112.1 ms
transfer rate: 91918 bytes/sec
transfer rate: 735 kbits/sec

transfer efficiency: 100%

Notes and recommendations:
Upload packet less than your MTU (FAQ #1492)
 Good data stream (no/few rexmits)
        ICMP (ping) check
        Minimum ping: 51 ms
Maximum ping: 53 ms
Ping stability:
52 52 53 51 51 52 53 51 53 52

I promise not to bug the list until next month.
Great Thanks to all who responded :)
