FTP and Telnet problem

Hi

        I have an E450 machine with Solaris 7.
Long back, someone played with the OS , with FTP and Telnet services
and it is not working right now.(Unfortunately that person is not
available).
ie.. i am able to FTP and Telnet from E450 to another machine but not
vice versa.
When i say telnet,
it gives

SunOS 5.7

Welcome to VODC Server
(Hangs for 5 seconds)
Login incorrect
Welcome to VODC Server

Connection to host lost.

How can i rectify the problem without going for reinstall ?

Kindly advice.
