delay PCB allocation to help with SYN flood style DOS attacks?

Is there a way in solaris to get it to delay the memory allocation for
the protocol control block till after the handshake completes as apposed
to at first SYN?

Someone I talked to said there was, but I can find no mention anywhere
of how.
