RCP problem

Hello experts,

Having an RCP problem, searched sunsolve and other archives - cannot find any
solution. Appreciate your help.

While trying to do rcp from Source Box to Target Box comes up with error
"permission denied".

checked the following
 1. Target box - has /etc/hosts.equiv and also .rhosts for the user
 2. target box - has proper permissions for /usr/bin/rcp
# ls -alt rcp
-r-sr-xr-x 1 root other 21008 Sep 25 12:06 rcp
# ls -alt rsh
-r-sr-xr-x 1 root bin 8964 Jan 5 2000 rsh

3. source box and target box - the user has same uid and account not locked

4. target box - pam.conf has "sufficient" for rsh

rsh auth sufficient pam_rhosts_auth.so.1

5. tried rcp from the console, from ssh session - same problem

Any other ideas - or am i missing something.
