DNS server issues

A coworker has built a new DNS server for our little network. We are
migrating from BIND 4.9 to 8.2.2 . The problem is that after configuring
the new server and populating it with the zone files, queries are not being
passed up to the root server to resolve. Getting an error in /var/adm
stating " No address for root server."

The root servers are definitely in root.cache like this ns.foo.foo.com
3600000 A xxx.xxx.xxx.

Anyone have any ideas?
