UNIX pop-up Window with a security warning

Can someone tell me how to get a pop-up window when someone executes a UNIX
administrative command?
I remember that a while ago I tried running pkgadd in some company and a
warning popped up "This activity has been monitored and will be reported"
Please let me know if it requires any software. I user "sudo"
