how to set ulimits for user

I want to increase the nofiles(descriptors) value for a user.

On AIX I can do this easily using the chuser command.

How can I do this on Solaris 8? Or do I need to set iy system wide. If so,
how?

I want to set the value permanently, not just for the session.
