How to add SUNWeu8os to jumpstart?

The package SUNWeu8os (American English/UTF-8 L10N For OS Environment
User Files) is a required package in order to install SunScreen-3.2 with
Solaris 9.
This package, like SUNWeu8osx, is not part of the .clustertoc and
therefore one can't simply add it to the jumpstart-profile when
installing a minimized/hardened system. It is also not installed by
using the 'geo' keyword in the profile, as far as I could tell.

How can you add this package to a jumpstart, without resorting to all
kinds of manual finish-scripting?

And, more out of curiosity, where does Solaris store the information on
when to install all those packages that are not part of the
.clustertoc-file?
