How to change a locked account ?

I have the following problem:
When I create a new user with the command:
$ useradd -g staff -c 'First Last' -d /export/home/userx -s
/usr/local/bin/tcsh userx

And try to change his password (as root), I get the following reply:

$ passwd userx
Password:
passwd: Sorry, wrong passwd
Permission denied

The home directory of the user exists, in nsswitch.conf I have
$ grep passwd /etc/nsswitch.conf
passwd: files
$ passwd -s userx
userx LK
$ grep userx /et c/shadow
userx:*LK*:::::::

I understand that I must unlock the user's account, but I cannot find the
way
to do it with a command, I have to use admintool.

How can I do that using commands only.
