root cannot chmod or chown a directory

I have su-ed as root on a Solaris 9 server.
Am trying to chmod or chown a directory but am getting a chown: RPA: Not
owner and chmod: WARNING: can't change RPA errors.
I'm supposed to be a superuser and I can't do this simple thing as root.

Help.
