Problem with poweroff on Ultra-60

I've got two ultra-60 systems
 system a
   10/1999 vintage, creator graphics (unused) 2 cpu, 2gb,
     serial console, CD-ROM

 system b
   11/2000 vintage, elite 3d graphics, sun kb, tube, and mouse
     2 cpu, 2gb, DVD-ROM

Both are
  OBP 3.31.0 2001/07/25 20:31 POST 2.0.3 2000/07/31 15:28
and both are loaded with Solaris 8 2/02 plus current patch cluster.
"set-defaults" has been issued at the "ok" prompt on both systems.

In short, they are hardware twins except for the graphics card,
serial console on one, and the front facia (and shape of the power
switch). Both were purchased new from Sun.

On system "a" pressing the "off" side of the rocker switch powers
the box off, and the fans stop spinning as expected.

System "b" refuses to power off. A poweroff command results
in a reboot. If system "b" is halted, pressing the "off" side of the
front panel switch also causes a reboot.

Has anyone ever seen this "can't be powered off" behavior from
an Ultra-60? Is there some way to remedy it?
