port CLOSE_WAIT

Hello gurus,

 tivoli's user interface(webserver) is running in port 1580
and when i see the port using netstat -a it is showing
CLOSE_WAIT and is not responding.I killed tivoli server
and when i restart it is not starting.

How to close the CLOSE_WAIT port in solaris.Will it create
any problem.pls help.
