shell stopped working

Greetings,
   I am having a peculiar problem with my server. All of the users with bourne shell (/bin/sh) can not login using ssh. I edited the passwd file of one of the users in question from /bin/sh to /bin/bash and this test user was able to log in. What could be a possible explanation for such a behaviour?
  In any case (/bin/sh or /bin/bash), a user has FTP/SFTP access but not telnet. Telnet is similar to ssh and only woks if the shell is /bin/bash
Has anyone seen something similar before?
