Setting stacksize and its default

To set the stacksize for everyone we simply add 'ulimit -s 32767' to
/etc/profile.
Two questions;

1 - Is there a way to set a hard limit for the stack size in the
/etc/system file?

2 - Where is the default value for stack size stored?
