Mandatory Screen Saver w/ Locking ?

I've got an audit comming and I need a way to
implement screen savers and locking on Solaris 8
machines running CDE. I tried adding to
/etc/dt/config/C/sys.resources

dtsession*extension.saverTimeout: 5
dtsession*extension.lockTimeout: 5
dtsession*extension.saverList: StartDtscreenBlank

but that didn't seem to work. I need to implement a 5
minute policy configure the systems so the users
cannot change it ...
