Could not get environment - error

Managers,

I am running an application in two machines with Solaris 8, open windows
environment. In one system, it is running fine but in the second machine,
it does not open the GUI though the system is running.

An attempt to log into the system and start the GUI is reporting the
following error

"Could not load configuration: Could not get environment"

Please do assist in isolating the evironment setting that is an issue.
