Blocking non -root accounts

Hello Mgrs...

I need to configure some unix accounts on solaris 2.6 so that they won't
have direct access
through telnet to the server. The only supported way should be to do "su -"
from the
user accounts to this account. I know we can block "root' through
/etc/default/login,
but is there any way to block direct telnet to other accounts ?
