Q: resetting root shell without taking box down

Customer recently created a non-existing shell for root

root:x:0:1:Super-User:/:/usr/sbin/bash

ok i can still log as a regular user into the server but can not

su -

or

su

without getting the no shell error

and i was unable to get sudo setup before he made this mistake.

any thoughts on fixing this without taking down the servers and booting into
single user mode from a cdrom?
