TCP FTP hangs

Anyone have any experience with out-of-order packets for an FTP session? FTP
sessions to our server will periodically drop packets (the remote site's
firewall does this). Our server will request retransmissions, which will
receive, but after the remote site has already sent a FIN packet, which we
get before we receive the out of order packets. The problem is, our server
never sends out a FIN ACK, even though we have received all the packets and
the FIN packet. Retransmission of the lost packets is always more than 1/2
second (approx 630 ms). Is this normal? I don't think so. Any help would be
appreciated.
