IPCS Won't run on Sol8 machine?

Problem Description: while trying to run /usr/bin/ipcs the following error is
issued 'ld.so.1: ipcs: fatal: libc.so.1: version `SUNW_1.20.1' not found
(required by file ipcs)'

Problem Background: ipcs was recently installed in an effort to trouble shoot
a problem and when trying to run ipcs command the above error is issued. The
latest 8_Recommended patch cluster was re-applied to the system and the system
was rebooted and allowed to reconfigure and boot up normally (No errors during
boot).
I have searched the Sun Managers archives as well as google and a few other
search sites and all have turned up nothing on this particular error, a search
of docs.sun.com also comes up short.

Additional Info: Running /usr/bin/sparcv7/ipcs does work but
/usr/bin/sparcv9/ipcs does not, also /usr/xpg4/bin/ipcs fails.

System Detail:

Sun Fire V120 (UltraSPARC-IIe 648MHz), No Keyboard
OpenBoot 4.0, 1024 MB memory installed, Serial #REMOVED.
Ethernet address 0:3:ba:35:79:96, Host ID: 83357996.
