vold will not start up

On one of my Solaris 9 servers, vold will not start up:

16 mediaprod!/etc >> /bin/sh /etc/rc2.d/S92volmgt start
volume management starting.
17 mediaprod!/etc >> Wed Jun 18 15:13:03 2003 fatal: mounting of "/vol" failed
Jun 18 15:13:03 mediaprod /usr/sbin/vold[219]: mounting of "/vol" failed

On this box I believe I have all of the vol* packages installed:

17 mediaprod!/etc >> pkginfo | grep -i vol
system SUNWmdr Solaris Volume Manager, (Root)
system SUNWmdu Solaris Volume Manager, (Usr)
system SUNWmdx Solaris Volume Manager Drivers, (64-bit)
system SUNWvolg Volume Management Graphical User Interface
system SUNWvolr Volume Management, (Root)
system SUNWvolu Volume Management, (Usr)
system SUNWvolux Volume Management (Usr) (64-bit)

The /etc/vold.conf file looks correct. I have another Solaris 9 box upon
which vold works fine, so I am using that to compare this box. But I do
not see what I am missing.

Can anyone suggest what I am missing? TIA and I will summarize.
