logout idle user with IO operations on background

Hello managers I have a question for you !

I need to restrict the numbers of concurrent users of an applications
which is access via a shell or a telnet,ssh session.

I want to automatically logoff some of the users which are both NOT
using the terminal NOR have background process that have IO activity.

I know Idled, also TMOUT and /etc/default/login but the IO activity on
the bg one of my concern. Hope you can help me with yout experience !
