weird host lookup issue

We've been having some weird host lookup issues. They're very
intermittent. We usually see them whenever we use ssh or connect to
oracle. the nsswitch.conf file lists files as the first place to look for
dns, and our server IS defined there, yet we get intermittent hostname
lookup failures

>From oracle trace file.
nttbnd2addr: looking up IP addr for host: dragon
nttbnd2addr: *** hostname lookup failure! ***

$grep hosts /etc/nsswitch.conf
hosts: files dns

$gret dragon /etc/hosts
dragon x.x.x.x
#real IP here, obviously.

Anyone ever seen this? Anyway to analyze/trace?
