su - user with tcsh hangs UPDATE: really a quota problem

Thanks to Charles Holman for suggesting that it might be /usr/sbin/quota
that is being run from /etc/.profile that might be causing the problem

If I give the user a .hushlogin or if I comment out the /usr/sbin/quota
line from that script I can su - dave no problem...

but that is a band-aid, not a fix. When I try to run quotacheck as root:

quotacheck -v dave

I get

Cannot check dave

All i did was add the user with useradd, create a group, put him in that
group, change his shell to tcsh, create a home dir and chown it to
him...nothing out of the ordinary. This is a new one for me...
