stty expert needed!

I am having a problem communicating with a device via telnet. From a Sun
system, if I telnet to this device (happens to run embedded Linux)
everything I type is entered twice. For example if I type ls, lllss
actually appears. I have tried turning off echo at either end but no
luck. However if I use the CRT terminal package, I can make things work
fine if I uncheck "Will LFLOW" and check "Force character at a time
mode". Is there a way to set similar options using the stty flags?
