Thanks to Tom Crummey <tom@ee.ucl.ac.uk> for the answer. this seems to
be known Solairs IP issue fixed in patch 112902-07.
I checked the readme file for the patch and sure enough the bug
description says:
Problem Description:
4749268 connect() to localhost fails when SO_DONTROUTE is set
4784039 connect() to `hostname` fails if SO_DONTROUTE is set
