thanks for the responses. the problem was that our st.conf was not
properly configured for the drive parameters.

i needed to add:

tape-config-list=
"STK 9840", "STK 9840 Fast Access", "STK9840";
STK9840 = 1,0x36,0,0x3d639,1,0x00,0;
