What dictates cN (controller numbering)?

I have moved a bootdisk from one server to another. On its former host it
was known as c0t0d0. On the new server it is c6t0d0s0 even if it is the only
disk on the server. (I use devfsadm while booted off miniroot to configure
this disk). and my conroler numbers start at c5 - not c0. Tried wiping out
path_to_inst and dis a reconfig reboot but still, this server starts
controllers at c5!

So my question is, what dictates controller numbering?
