Rik,

OSSTM is the practical "standard". The oposite
"standard" is ISO 17799 which is the theoretical view
of security.
OSST is as good as you can implement it on your
practical situation. It is a general view of the
testing subject, not perfect or complete, but good in
essence. You can develope, based on your network the
missing, the testing methodology starting from OSST
and adding the missing parts.
For example I have special (strange :)) services in my
network that requires special needs in testing so I
developed a way to test them that was not is OSSTM.
On second question, I'm not an UK resident, but I can
tell you that in Romania nobody gives a damn about
OSSTM. Sad but true... Or at least nobody in big
corporations.
