Answering the original question.
PGP corporation products have been available in limited trialware form
for a couple of years now. I think that 2003 was about the end for free
PGP encryption binaries on Microsoft Windows or Apple OS. You may be
able to locate an OpenPGP port at sourceforge.net.

Assumptions required to support a rumor that a licensed software product
may hinder communication between undesirable elements.
1: Undesirable elements have no money to buy licensed software products.
2: Undesirable elements would not use stolen credit or identities to
facilitate purchase of licensed software products.
3: Undesirable elements would never use free open source software that
performs the same functions as licensed software products.
4: Undesirable elements would never pirate licensed software.
5: Undesirable elements would prefer to use a sophisticated
technological solution to secure their communication over simple
pre-arranged codes.

Yes, that's it, the developers of the commercial version of PGP are
trying to mold these so called terrorists' in to better citizens of the
world by forcing them to migrate to free open source operating systems
and encryption software.

There is no need to try to link changes in products and services that a
software company provides to any event that took place on 9-11.
I don't know how you would define a terrorist. I would define
terrorists' as persons that threatens that other people will come to
harm if the target fails to comply with their agenda.
